For Narcissus and Tulips, bulbs should be planted with the pointed end up and the bottom of the bulb roughly 6-8" underneath the surface of the soil. Water thoroughly upon planting and space 4" apart.
For Peonies, roots should be planted only 1-2" below the surface of the soil. It is very easy to plant them too deeply and this will result in the roots not becoming warm enough to produce flowers the following year. Generally once your root produces its new growth, a red/pinkish eye, this should be planted to be just peaking under the surface. If May arrives and your new peony growth cannot be seen, you can remove some soil off of the surface to reveal the roots eyes and still be in time to allow the peony to flower.
